Open the PDF and search for "VCC_LV06". Trace it to the regulator (say U3, model MP1470).

According to the schematic, U3's pin 2 (EN) must be above 1.5V. Measure it – you see 0V.

The EN pin is connected to a transistor Q1, whose base goes to a microcontroller pin (GPIO17). The new PDF adds a note : "GPIO17 is low unless EEPROM is detected."
